With that, we’ll dive back into our examination of House interim charges. . .
House Interim Charge: Judiciary & Civil Jurisprudence
The House Committee on Judiciary & Civil Jurisprudence has jurisdiction over matters relating to Texas’ civil justice system and courts, including the Supreme Court, courts of appeals, Office of Court Administration, Office of the Attorney General, and State Bar of Texas. During the interim, the Committee will monitor legislation passed during the 89th Legislature while examining opportunities to strengthen the fairness, efficiency, and transparency of our judicial system.
Among its charges, the Committee will examine protections against the influence of foreign law in Texas courts and review court-ordered mental health services to determine their effectiveness, financial impact on families, and implications for parental rights. Members will also study court data collection and reporting practices to improve transparency and consistency throughout our judicial system.
Additionally, the Committee will evaluate the growing use of artificial intelligence within the legal profession and judiciary, including both the opportunities presented by this emerging technology and safeguards needed to mitigate potential harms. The Committee will also examine insurers’ use of staff attorneys to represent policyholders and consider whether the practice raises concerns regarding the attorney-client relationship.
House Interim Charge: Homeland Security, Public Safety, and Veterans’ Affairs
The House Committee on Homeland Security, Public Safety, and Veterans’ Affairs has jurisdiction over many of the agencies responsible for protecting Texans, responding to emergencies, and supporting our veterans, including the Department of Public Safety, Texas Division of Emergency Management, Texas Military Department, and Texas Veterans Commission.
Over the interim, the Committee will monitor implementation of legislation passed during the 89th Legislature while studying several emerging threats to our state’s security. Members will examine risks associated with foreign-controlled financial entities and illicit financial networks, as well as foreign adversary influence and funding operations in Texas. The Committee will also review vulnerabilities created by remote-access technologies within critical infrastructure and consider additional safeguards to protect these systems from cyber intrusion, surveillance, and disruption.
The Committee will also examine challenges facing our state and local law enforcement workforce, including recruitment, retention, training, and staffing shortages. Members will evaluate strategies to strengthen the pipeline of qualified peace officers and ensure law enforcement agencies have the personnel necessary to keep our communities safe. Finally, the Committee’s Subcommittee on Defense and Veterans’ Affairs will review the implementation of veteran mental health programs and examine ways to improve access to legal assistance for Texas veterans pursuing federal disability benefits.
